Introduction to the European Artificial Intelligence Act

Abstract

In July 2024, the European Union Artificial Intelligence Act (EU AI Act) was published in the Official Journal of the European Union. It is a major regulation governing the access to the European Union Single Market for Artificial Intelligence (AI) systems. It is expected that the principles of the EU AI Act will have far reaching consequences beyond the borders of Europe and will influence related debates world-wide. In this chapter, the authors will give an overview of the EU AI Act, including a summary of related institutions which take active roles in the implementation and enforcement, and will discuss possible solutions for meeting inherent requirements. Also, the definitions of so-called High Risk AI Systems and General Purpose AI Models with systemic risk are introduced and discussed; most of the requirements of the AI Act target such categories. Finally, exemptions for scientific research and development and for AI systems released under free and open-source licenses will be discussed.
